For the count of eligible weeks to increase, one eligible week must enter the rolling window and one week that was not eligible must move out of the rolling window.
For the count of eligible weeks to decrease, one eligible week must leave the rolling window and one week that was not eligible must enter the rolling window.

You will become eligible for being top rated (if the other conditions are satisfied) when you have 13 or more eligible weeks in the 16-week rolling window.
If G (good) stands for an eligible week and B (bad) stands for an ineligible week, then here is an example of what might be in the rolling window:
